Problem to solve

Outstanding access requests for groups and projects are left hanging and unattended by group-level users (Maintainers, Owners.)

Monitor number of requests and how they are processed - either by group members or Administrators.

User experience goal

Anyone requesting access will have their request processed.

Proposal

Adminstrator level toggle. Default would be no change. Toggled on - admins would receive email on access requests in the GitLab instance.

This would be easier than adding admins to each project and-or group, which seems to be the only way to achieve this in the current model.

Access Requests for groups and/or projects are based on the memberships involved within those groups or projects.

Some history.

We (Admins) would often received membership request emails. We had mistakenly assumed the feature came with the Admin role. What had happened was that we were often members of many of the initial groups in our instance. But, as we've grown and provided self-serve for our users, many groups and projects are created without our involvement. While performing some cleanup recently, I found outstanding (some for months) requestes that had not been handled by group members.
