Clarify what never contacted means and how to fix it

When a runner is registered, but not started, it will automatically be considered never contacted
. We don't provide a clear enough definition of what that means or how to fix it. We will add help text to make this clearer.

This came up in !77871 (comment 808493371). When a runner is registered, but not started, it will automatically be considered never contacted
. We don't provide a clear enough definition of what that means or how to fix it. It leaves the user stuck if they do not go out of their way to look at the docs.
Proposal
Add some help text within the UI (in addition to the tooltips we surface over the status badges) that provide a summary of the statuses, as well as more clarity around why a runner would be never contacted
