Have maintainer access, but cannot merge. User verification error

I have a maintainer access for the repo but i cannot merge. Getting error that user is not verified. Pipeline is failing. This is the error message I am getting "The pipeline failed due to the user not being verified". And above i have a message:

If you prefer not to provide one, you can run pipelines by bringing your own runners and disabling shared runners for your project. Non of my co-workers had to do this step. Can you please advice how to bypass this error?
