Option to get one email per comment in MR review

Problem to solve

With the Merge Request Reviews introduced in 11.4, it is now possible to prepare all comments in advance to send them out together when the review is done. This is a nice feature that prevents single comments from trickling through one at a time.

However it also prevents one crucial part of an email based workflow. It is not possible to reply to individual comments via email anymore since individual comments are not sent as email notifications.

I appreciate that this behaviour might be exactly what some people want, i.e. fewer email notifications. But other users, like me, with a workflow more focused around email would rather get each comment as a separate email to which we can reply without leaving the context of the email client.

Intended users

Any of the personas with an email focused workflow. Probably mostly developers.

Further details

This feature would reintroduce a workflow that was possible before the 11.4 update or currently on tiers below premium. Should this maybe be considered a regression?

Proposal

Add a checkbox in "Settings -> Notifications" that would allow this behaviour. (Probably off by default)
