Add ability to make users aware of new functionality

Problem to solve

GitLab comes out with a lot of new capabilities and today, other than the release note blog, there is not a good way to alert existing users of new functionality which might be beneficial to them.

This is also detrimental to GitLab itself as new capabilities go un-noticed and un-used so it is harder for GitLab to get useful feedback to continuously improve features.

Enable a way to lead new users in the UI to discover new capabilities. Follow the GitHub model which works quite well.

Proposal

A notification on user avatar => menu => pop-over with details, links, video, etc.
