Waive credit card validation if project has CICD minutes

Problem to solve

With our credit card validation mechanism, if a developer or user has not entered a credit card for a project that uses shared runners they are asked to validate their account. This is not a sustainable option as many developers are added to projects using shared runners and do not have a credit card to validate.

Proposal

If a member has been added to a project by an already verified maintainer with CI/CD minutes in the project already available they should be able to use shared runners without having to verify their credit card.
