[VSA] Clearer labelling for custom / saved value stream dropdown

Problem

It isn't immediately clear what the saved value stream dropdown is. Especially to new users.

Proposal

Add a label next to the dropdown.

MVC solution

After discussion and revisions the MVC solution will

  • Add a label to the dropdown
  • Move the dropdown to own line and positioned to the left to increase prominence (F-shaped pattern of reading)
