Remove ff_external_audit_events_namespace feature flag

Overview

During %14.7, we set the ff_external_audit_events_namespace feature flag to be defaulted to true. We should remove it in a future milestone.

Implementation plan

• Remove feature flag from codebase.
• Update documentation to show that feature flag was removed.
