Code review comment emoji dropdown bleeds into other page elements when user tries to add 2nd emoji
Summary
When I tried to add a 2nd emoji to a comment on code review page, the emoji dropdown bleeds into other elements on the page.
Steps to reproduce
On code review page, make a comment, attempt to add 2 emojis to the comment.
What is the expected correct behavior?
The dropdown should not bleed into other page elements, user should be able to add another emoji to the comment.
