Should we have domain specific database reviewers/maintainers?

We believe a recent incident that caused an FCL could have been avoided if we had a specific domain database expert reviewer, in this case, for Product Planning team.

By looking at the queries produced by !73007 (merged), which caused the incident, it is not clear for a database engineer outside of Product Planning team that something was wrong. The queries were fine about timings and resource consumption, however, they led to data loss as they were not respecting epics and issues relations rules.

We are opening this issue as result of https://gitlab.com/gitlab-org/plan/-/issues/492 to discuss if having domain specific database reviewers could prevent further incidents like this.
