Change "missed-milestone" label and text

Proposal

  1. Change the missed-deliverable and missed milestone label text to assigned-$MILESTONE.
  2. Change the color from red. Maybe a nice lavender.

Rationale

We use a single issue to organize UX, frontend, and backend. Given our process, there are very few issues that, even when worked flat-out, would be able to get all the parts pulled together, reviewed, and merged in four weeks. That means many issues will span more than one milestone, even when they are being worked on.

It can be demotivating and disheartening to see tags that seem to imply a failure in this case. Especially when you are the last in a team to touch an issue and it looks like it's already "failed" before you laid hands on it. Since we spend a lot of time in the issues themselves, we see these tags all day, every day.

At the same time, I have been given to understand that some teams, especially Product, use these labels for tracking, so outright removal is not ideal. This proposal would still support that use case while making things feel a little friendlier.
