Make linked issues to this project from closed FOSS issues more pronounced in the GitLab bot message posted earlier

A proposal we came up as a group was to edit the previous bot message and add a header and footer containing a message like

Moved to: Link to new issue

To be added on the top and bottom of the bot message with ---- line separator wrapping existing message or etc.

How to get this to work

• Do we have information of linked issues stored somewhere or looked up easily?
• Do we have ability to update previous bot messages?
• Can we run a script to update only the issues where the bot updated earlier?
