Enable Sourcegraph for Private Projects and Self-Managed Instances

Problem to solve

We will soon have Sourcegraph integration for public projects on GitLab.com. We should extend this to private projects and of course to self-managed instances.

Proposal

We will need to investigate how this will work, but Sourcegraph functionality should exist for private and public projects on self-managed as well as private projects on GitLab.com. Idealy this is done with no configuration and with open source software.
