Provide a quick way to remove blocked users from a group

We have a Seats Usage page which provide a quick way to remove users who are taking up seats in a namespace. However, when a user is blocked, the user doesn't show up in the Seats Usage page since it's not taking up any seat. This would make it a tedious task to clean up blocked users if they were added directly to subgroups/projects.

Proposal

Allow an easy way to remove users who are not taking up seats from group/subgroups/projects.
