Background load the assignees/reviewers dropdowns when creating/editing MR

Identified in gitlab-design#1644 (closed).

When creating or editing a merge request, to avoid waiting time when the user opens the assignees and reviewers dropdowns, try to load their initial list in the background. Currently the user must wait a moment to select an assignee or reviewer, which are probably two of the main actions in this screen.
