Background load the branch dropdown list when creating MR

Identified in gitlab-design#1644 (closed).

When creating a merge request and viewing the “Compare branches” screen, to avoid waiting time when the user opens the branch dropdown, try to load the branch list in the background. Currently the user must wait a moment to select a branch, which is probably the main action in this screen.
