Add contribution analytics promotion banner

This is a follow up issue from #343840 (comment 754640724).

Problem

In #343840 (closed) we removed the contribution analytics promotion banner on unlicensed EE. This was because we wanted the same behaviour as unlicensed EE as CE, but couldn't determine the best way to handle the promotion banner on CE.

Proposal

Once there is a way forward (potentially here) on how to handle promotions within CE, we should reintroduce the banner on unlicensed EE (removed here) as well as add the functionality to CE.
