Add Integration for Jira Service Management

Proposal
Recently Atlassian released Jira Service Management - a tool for tracking requests and incidents across teams. While we created an integration from GitLab to Jira Cloud, we don't have a similar integration to load information into Jira Service Management.
Use Case
A customer detailed their use case for this need in a ZenDesk ticket.
We use Jira SM for internal help desk and change management. The majority of issues we track in Jira SM do not have any code directly related to them. However, occasionally a change or issue will require we modify or create a script/code. It would be nice to be able to mention the Jira issues in GitLab and have them referenced like the "normal" Jira integration.
Having this integration added would allow us to capture a growing market and better integrate with offerings from an industry-leading brand.
