Improve Jira integration to ensure metrics from Jira are populated in DORA reporting
Proposal
Many customers use Jira for their portfolio management, but may use GitLab for the rest of their development workflow. This makes their DevOps metrics in GitLab lack a lot of data, as we're not able to catch the data from Jira. The request is to import Jira metrics into GitLab in order to provide full and accurate lifecycle metrics.

- Generate Reports based on 4 DORA metrics
- Time to recovery, Delivery frequency (more interest) - how quickly teams can take pipeline and deliver product on target Env (how frequently team is making pipeline executions) - at least once every day (Elite), once a week (high status), Change Failure Rate - how many times able to affect without failure, Commit to Deploy (Extremely interesting)
- Have 2 BI systems - Tableau, PowerBI - have created an alternative solution to the problem, own dashboards by aggregating info from db directly, pushing to central location and/or bots that scrape across projects
- Direct work involved - 4-8 hours per team. 3 days to set up. Not even going into maintenance. Overall, 3,000 active projects - 80% are Jira integrated, auto release - 169 can get DevOps Metrics
