Allow embedding Cluster Health charts

The charts on the Cluster Health page have a generate link button, but when it is pasted in markdown they do not embed.

Possibly the URL is not matched in GFM, i.e. it has /clusters in it rather than /environments.

Unsure if the full Clusters URL should show dashboard (similar to the Dashboard URL). I assume not

So pasting http://localhost:3001/root/my-project/clusters/13 should do nothing, but pasting http://localhost:3001/root/my-project/clusters/13?chart=whatever&start=123456 should should a chart
