Update Epic API does not support passing in a parent_id option

Proposal

The current Epic API documentation does not list parent_id or parent_iid as an option for updating. This means that it is not possible to use the API to change the hierarchy of epics outside of GitLab.

Edit: parent_iid was removed due to a number of issues with its use elsewhere, for example #13808 (comment 233123050)
