Enable cycle analytics in the analytics space by default

In order for users to be able to discover the space, we need to ensure we ship features with flags defaulting to on, but have the ability to turn off if we think they can cause performance issues. Can we ensure that cycle_analytics is turned on by default as well as the new customizable stages flag. Let'e ensure we update the docs as well.
