Documentation update: Wiki pages accessible by private project guest member
Summary for development
User story: As a Wiki [Maintainer or Owner] I want to read the Permission Docs and understand that users marked as "Guest" will be able to view private wiki pages so that the docs are consistent with the app behavior.

- We have a feature that explicitly serves the
wiki
to guests of private projects. - On the Permissions Page in the Action for
View Wiki Pages
, there is currently a (1) in the Guest column which indicates that the "Guest users are able to perform this action on public and internal projects, but not private projects."

Steps to reproduce
Wiki pages are accessible by private project guest members, but according to https://docs.gitlab.com/ee/user/permissions.html, they should not.
- Create a private project (wiki feature is enabled by default)
- Create a wiki page
- give user GUEST permission
- log in as that user
- Access that wiki page

What is the current bug behavior?
Guest is able to see the wiki page
What is the expected correct behavior?
Guest should not be able to see the wiki page
Possible fixes
I am guessing the documentation is wrong, not the implementation.
