Choose New Issue from Template

Starting in this release you can now point your users to a single location to choose from various Issue Templates each of which provides a brief explanation of when to use it.
Problem to solve
Right now there is no easy way to showcase available issue templates in a project (without pointing directly to the repo). That makes sharing issuable_template links the only way to directly point a user to template AND you have to create those links yourself in a cumbersome way.
Proposal
Create a page at /project/-/issues/choose that highlights the available templates. This could in future iterations also pull in specific markdown content to supply the description of the template. Future iterations could also include the ability to only show a structure of templates if they are contained ina folder under /.gitlab/issue_templates.
