Consolidate rspec tests for sidebar widgets

Now that sidebars are fully migrated to widgets, there is a lot of overlap between components being used across multiple pages.

We want to refactor rspec tests to share examples between different sidebars and sure all components are properly tested across sidebars for issues, epics, boards and merge requests.
