Project level MR analytics not visible to admins

Problem

Project level MR analytics is not visible to admin users, but they should be. The first example was CI/CD Analytics. While executing that issue, @ahegyi noticed it is a problem with other issues like MR Analytics.

We have since confirmed that the only remaining permission problem is project level MR Analytics.

Proposal

Remove admin visibility restriction from project level MR Analytics
