Group Issues List Refactor Issue Count Badges
Summary
As per discussion on !15091 (comment 234031979), issue count badges are being first presented via the HAML file and then refetched when the issues are being fetched.
Improvements
Need to remove HAML from presenting this to the DOM and get it when we fetch issues list.
