Hide Run pipeline button from users with inadequate permission

Problem to solve
When a user, with inadequate permission to run or retry pipeline on a protected branch come to the pipeline index page, they still see the action triggers as active only to realize later that they can't really perform teh action, with reason unexplained.

Users should not be shown the actions they couldn't perform as active.
Proposal
Don't show Retry failed and delayed jobs action button to users who do not have permission to run a pipeline on the branch for which the pipeline has run.
