Enforce project settings in a group

Proposal

When a namespace has many subgroups and projects, it can be overwhelming to enforce all required settings for all projects in the namespace. It would be nice if GitLab had a way to enforce specific settings for all or some of the projects in a group so that administration and compliance can be made easier.
