Empower users to focus on uploaded designs by collapsing or resizing the comment area, or by displaying comments more contextually

Users want to better focus on designs by minimizing the comment view. This could mean:
- Allowing resizing of the comment area
- Allowing the comment view to be collapsed
- Thinking of a different interaction for viewing comments, perhaps contextual comments / comment bubbles over the annotation
- Perhaps popping the design into full view
- Something else?

Some feedback from Slack internally today:
Justin Mandell : I wish you could show/hide the comments panel. On my laptop monitor it takes up a disproportionately amount of real estate when viewing comp there.
Becka Lippert :yeah or if like in Figma, the comments were attached to the bubble as an overlay on the page so it didn't compromise the design width
Jeremy Elder: A resizable drawer would be nice too.
