Allow owners to list projects pending deletion

Problem to solve

Since it was introduced in %13.3, the "Deleted Projects" tab has only been visible to admin users. That means non-admin users who might be authorized to restore a project are unable (meaning non-admin users with owner access to those projects).

Proposal

• The "Deleted Projects" tab should be visible to owners (in addition to admin users) and display all projects pending deletion that belonged to a group with GitLab Premium
• The "Deleted Projects" tab documentation section should be moved to the Projects exploration documentation (or some better Project-oriented location, if there is one).
