🎨 Design: notify user about threat monitor alerts

Insight

In the research, we find out users are preferred to be notified in different ways when there is a new alert, such as email, Slack, via platform or their own system.

Action

Currently, we don't have a way now to notify the user there is a new alert, the users need to manually check on the threat monitor page every now and then. We should investigate to find out what is the best way for GitLab users to be notified about new alert
