Update internal infrastructure to latest gitlab_exporter following rename

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Since #28655 (closed) the gitlab_monitor project has been renamed to gitlab_exporter. Some parts of our internal infrastructure still reference the old name. We should update those!
