old commit in runner when using only:changes
Summary
Hi, We have encountered problem while using only:changes. When we use this feature, our pipeline starts correct jobs (only related to stuff that has changed), but the commit data in runner is old (old commit instead of the one that triggered pipeline).
Steps to reproduce
use only:changes, like:

What is the current bug behavior?
Pipeline starts, but commit in runner is older than the one that triggered it
What is the expected correct behavior?
Commit in runner should be the newest one, the one that triggered pipeline.
