Set "Environment variables are protected by default" at group / project level

Proposal
Currently, the setting "Environment variables are protected by default" (as described here) can only be set at the instance level. This can be frustrating for SaaS users, who may have wildly varying requirements / practices. In my case, I want the vast majority of my variables to be unprotected, so I'm having to remember to uncheck that box every time, or cause CI failures.
It would be really nice if this setting could be moved to the CI/CD Settings at the group / project level. The default value for each group / project should be initially set to the current value of the instance-level property.
