Docs: Fix tier for KAS docs

Problem to solve
Fix the tier badge for KAS (moved to GitLab Free in 14.5).
Context
Is kas as the server is still Premium for self-managed? https://docs.gitlab.com/ee/user/clusters/agent/install/index.html#set-up-the-kubernetes-agent-server => https://docs.gitlab.com/ee/administration/clusters/kas.html
(...) the tunnel still requires KAS to be enabled. I'd say this is a docs error - I don't think there's actually anything stopping KAS being enabled for CE installations, we would have just labelled the docs that way because previously all KAS features were premium so it didn't make sense to install it on the free tier.
When the Agent was moved to Core, the docs were updated in !72553 (merged):
- Agent => Core
- Agent config repo => Core
- CI/CD Tunnel => Core
- GitOps => Premium
- Network Security Alerts => Ultimate
- Synchronize manifest projects => Premium
From what I understand, what we missed was KAS => Core.
Another thing, the “Authorize projects and groups to use an Agent” section, does not identify a tier badge. It is only identified in its sub-section “Use impersonation to restrict project and group access (Premium)“. Should we add the All Tiers badge to the “Authorize projects and groups to use an Agent” section to make it more explicit?
@Alexand No, the "All tiers" badge on the page's <h1>
already does that. Tier badges in subsections (h2, h3, etc) indicate when a sub-feature belongs to a paid tier.
