Proposal

Add the capability of on-call scheduling to the group/subgroup level for improved flexibility and scalability. For example if someone who is on-call manages all projects under a particular subgroup they would need to create and manage the on-call schedule for each one of those projects, which is tedious and prone to mistakes.
