Deprecate usage_data.rb

Deprecate usage of usage_data.rb to add metrics to Usage Ping JSON payload

After having usage ping generated using metrics instrumentation classes we can deprecate usage_data.rb

We should deprecate the usage of usage_data.rb in favor of instrumentation classes.

Add a note in usage_data.rb to mention that this file is deprecated.
