Project Quality Empty State for No Coverage

As part of the &5430 epic, we will be adding a new project quality summary feature to the Analytics --> CI/CD page with metrics around different testing features.

We should display an empty state for when a project has no coverage report to bring more awareness to the feature with a link to the documentation on how to set it up.
