Reorganise License Compliance documentation page

Problem to solve

The License Compliance docs page is poorly organised and needs major improvement.

Issues include:

• UI navigation instructions are not included, so the reader doesn't know how to get to the UI pages mentioned.
• The instructions to enable LC are confusingly named "Configuration".
• Tasks that users are likely to want to complete are not structured as such.
