Filter and display stale runners in the UI
Related to #342799 (closed).
Description
In #342799 (closed) we define stale runners as runners that haven't connected in the last three months, we should:
- Filter by
stalerunners - we should be adding this as an additional value in the existingStatusfilter attribute - Display
stalerunners status as a badge. - see #340324[Runner-List-1.png] for the badge variant and details
