Investigate behaviour when SCIM on Azure is misconfigured and see if we can avoid duplicate user creation

When SCIM is misconfigured we can end up creating duplicate users, as well as failing with error Email has already been taken because the user has already been created on a previous run.

Following from #33554 (closed) we should investigate this and see if there are any ways we can error out early when this occurs.
