Tooltip when hovering over username on comment does not display

Summary

Instead of displaying the tooltip the cursor blinks on hovering.

Steps to reproduce

Using the chrome web browser hover over a user name on an issue comment where the user has an emoji in the status.

What is the current bug behavior?

Cursor blinks and the tooltip never appears.

What is the expected correct behavior?

The tooltip should appear and the cursor should not blink.
