Move panels in dashboard, save to the Vuex store

As a first step to achieve #27835 (closed) the FE must prepare a dashboard data structure which can be sent back the backend, so the user can save the data.

The VueDraggable component can modify the data, according to the user resorting and commit it to the Vuex store.
