Admin manage Jira Connect installations

We had a case (internal) where a record of the jira_connect_installations table has been manually deleted.

In theory, there can be stale installation records because Jira shows that an uninstallation was successful even though the uninstallation endpoint on GitLab responded unsuccessfully. So far this did not cause problems expect from the case mentioned above but in order to avoid manual changes in the future it would be good to have an admin interface to manage Jira Connect installations like mentioned in https://gitlab.com/gitlab-com/gl-infra/production/-/issues/5795#note_715768808.
