[New Audit Event] Audit event for when streaming audit event settings are created, changed, or deleted

Audit need

Configuring Streaming Audit Events means that audit data will be sent to a new location. This is a potentially sensitive operation and so should be recorded for users to reference later.

Proposal

Create a new audit event when:

• A new streaming audit event destination is created
• An existing streaming audit event destination is changed
• An existing streaming audit event destination is deleted

Record at a minimum:

• User making the change
• Name of the streaming audit event destination
• URL destination for the streaming audit event destination
• Time of the change
• anything else?
