New Auto DevOps pipeline quick access from CI/CD Settings

The current design when an Auto DevOps pipeline gets triggered from a project's CI/CD settings page is to display a toast. This toast used to contain a link so the user could quickly jump to the Pipelines page. This link has been removed here due to accessibility concerns that will eventually (likely) lead to all actions being removed from Toasts.

Problem

• Do users need a quick-access mechanism for accessing their newly triggered pipeline beyond using the left navigation?
• Is the toast the right control to use for announcing this newly triggered pipeline if the above question's answer is Yes?

Proposal

Add an information text to the Auto DevOps settings page under Settings / CI/CD / Auto DevOps. When Auto DevOps is enabled show the text:

A new Auto DevOps Pipeline has been created, go to the CI/CD > Pipelines page in the left navigation for details.
