Issues Boards page incorrectly states availability of multiple issue boards feature

The Issue Boards page incorrectly states that multiple issue boards are available in Starter and on GitLab.com. In fact multiple issue boards were available in Core from GitLab 12.3, per gitlab-foss#53811 (closed).

Suggested solution

Remove the text This functionality is available only in GitLab Enterprise Edition Starter and GitLab.com from the Issue Boards features page.
