System webhooks stopped working after upgrade to 14.4.1

Summary

This weekend I upgraded from 14.3.3 to 14.4.1.

And after upgrade I have discovered that system webhooks for push events aren't triggered anymore.

1 day ago is the last time it was triggered, and everything after that (40 minutes ago and later) is me debugging it.

There is nothing suspicious in the logs, test request using the UI in the system hooks configuration passes successfully: I can see the request on my handler. But on real repositories push - it simply does not make a request

Steps to reproduce

  1. Get a a 14.4.1 gitlab
  2. Create a project
  3. Configure system webhook for push event
  4. Push something to a test project

What is the current bug behavior?

The current behaviour: push does not trigger a system webhook request.

What is the expected correct behavior?

The expected behaviour: if there is a webhook wired to handle push events - then every push should emit a request to a corresponding webhook.
