Pipelines not being triggered for merge requests

On 2019-10-18, at least 2 of my MRs were created with commits associated to them but no pipelines were triggered. https://gitlab.com/gitlab-data/analytics/merge_requests/1850 is the most recent. No changes to the group / project settings were made nor to the ci.yaml file.
